Regarding Obama, is it true that (not trolling)...?

Is it true that he wants to create a windfall profits tax on oil companies, and use the money to subsidize household energy costs? I heard this somewhere, and it sounds really silly to me, to tax energy and use the money to buy energy, and is it also true that Carter tried something very similar, and that it caused shortages?
