What are the flying insects living in my rosemary bush?

We trimmed my Rosemary bush back because a lot of dead branches due to drought. Then these flying insects looking a bit like a wasp only more a greenish gray started flying all around and eventually went back inside the thick intererior of the bush. They didn't buzz us or anything, just flew around. There may have been 15 -20. Anyone have any ideas?
